I'm sorry for that. It should be "fast lane", priority lane, or something pertaining to the Russian use of мигалка for privileged officials (i.e. not its normal use by ambulances, police and firefighters). This sense of the Swedish word was coined in 1983 after seeing how Soviet officials were given a special priority treatment in traffic.
